Phyllis Culbertson Joins CIO as Program Management Director

Phyllis Culbertson recently joined the Office of the CIO as director for Program Management. She comes to Ohio State from RJ Reynolds where she headed the Enterprise Program Management Office (EPMO).

At Ohio State, Culbertson is responsible for strategic management across multiple organizational projects and programs as well as the development of project management staff. She has more that 20 years of IT and finance project management experience managing a number of enterprise-level project implementations as well as building and running program management offices.

At RJ Reynolds, Culbertson created an enterprise PMO to focus on top funded complex company-wide projects and programs. Prior to RJ Reynolds, Culbertson served as director of SAP (an Enterprise Resource Planning system) applications for Brown and William Corporation.

Culbertson said, “I am extremely happy to be part of the energy and momentum here at oCIO. The kind of transformation that is taking hold here is complementary to the best practices and streamlined processes that a Program Management Office is prepared to deliver. I look forward to making my home in Columbus and spending my days in the midst of one of the best academic institutions in the world.”

Culbertson is a native of South Carolina, earned a JD from the University of Louisville and an MBA from Bellarmine University, both in Louisville, KY, and her bachelor's degree in psychology from the University of South Carolina. She is also a certified project management professional (PMP) and a member of the Kentucky Bar Association.
