New Anti-Spam Service Going Live

The Office of the Chief Information Officer (OCIO) is replacing the current CanIT anti-spam service with Forefront Online Protection for Exchange (FOPE). FOPE is a cloud-based service that will protect the university’s inbound and outbound e-mail from spam, viruses, and phishing scams. The first step, routing outbound traffic through FOPE, was taken September 1, 2012 with full implementation planned by September 22, 2012.

Why change?

The current CanIT anti-spam service is no longer supported and allows a high percentage of spam and phishing messages to be delivered to users. With the move to the Exchange-based University E-mail Service, FOPE, a tool designed specifically for Exchange, became a viable option. FOPE is recognized as an industry leader (in Gartner’s Leaders quadrant for Secure E-mail Gateways) and licensed to the university through our Microsoft enterprise agreement.


FOPE provides comprehensive service level agreements that back network performance and effectiveness of spam and virus filtering including:

  • Blocking 100% of all known e-mail viruses.
  • Capturing at least 98% of all inbound spam messages with fewer than 1 in 250,000 false positives.
  • Processing messages in less than one minute.

How will the new service be implemented?

The new anti-spam service will be implemented in stages with full implementation planned to be complete by September 22, 2012. The first step was to route outbound traffic through FOPE. This change was made September 1. The last step is routing inbound traffic through FOPE beginning Saturday, September 22, 2012.

What does this change mean for your unit?

  • If your unit has migrated to the University E-mail Service, messages with a high spam detection score will be placed in users’ Junk E-mail folder.
  • If you unit has not yet migrated to the University E-mail Service, your e-mail administrator will receive details of how FOPE will mark spam in message headers. With this information, your e-mail administrator can decide how your e-mail system should handle these messages.

The key message for all faculty and staff is that they should monitor their Junk E-mail folder for valid messages that have been marked as spam. For more information on managing Junk E-mail settings, see

In addition, there are a small number of users who used the CanIT anti-spam interface to set up personal whitelists and blacklists and to review quarantined messages. These users will receive direct communications advising them of the service change and how they may be affected.
